FWIW,

As QSL manager for N5XX is his various guises (3D2XX, YJ0XX, ETC.), I
receive a goodly number of SWL cards, mostly via the bureau. I found that
W4MPY produces a card for responding to SWL requests which provides to the
SWL all the information he/she needs to request awards and at a reasonable
price.

I understand 2-way QSLs, you are testifying you did talk to that guy 
at that time etc.

But what about SWL QSLs.  The SWL says "I heard you talking to G0ABC 
on 14MHz at 0123Z".   What are you supposed to say?    "Yes, I was 
doing that"?   Or "Yes, you heard me"?   Or ????   I don't see what 
value my confirmation would have if I spoke only from my own knowledge.

I am willing to send cards to SWLs, but I don't know what to put on them...
