I took some IRCs to the post office today, and they first tried to 
tell me I had to have something to mail. I showed them the rules that 
state they can be exchanged for postage stamps.

The next problem was they say since the IRCs were not purchased this 
year, they have to look up the rules for the year when the IRCs were 
purchased. They think the IRCs are only good for the postage amount 
calculated in the year purchased. They are checking this and will 
call me. I have a note from them stating that I brought the IRCs in 
today.

In reading the rules, (see Section 372.3 a) it says that unused US 
coupons may be exchanged only for US postage stamps by the original 
purchaser at a discount of 1 cent below the purchase price.

I have a mix of US and foreign IRCs. I did not point out the above 
rule, but I expect they might stumble across it. Have others had 
exchange of US purchased IRCs turned down because they were not the 
original purchaser? My US IRCs are from various US cities.
