Are you speaking of SSB? 9M's do seem rare on 10M SSB although I do have some QSL's for QSO's in the 1980's.
There is LOTS of CW activity on 10M by 9M2AX, 9M2TO, and contest / DXpedition operations from 9M6NA, 9M6OO, 9M6AAC, almost yearly in Nov. around the CQ WW CW DX Contest.
