NO, they can't.

30M is not authorized in A4, CE,  5Z, and maybe YI (at one time anyway).
It would be nice if their governments would grant a 'temporary'
authorization
to test the impact.

30M (and 6M) was not allowed in VU, but a temporary authorization
was granted a year or so ago, and then renewed.  I'm not sure if
permanent authorization has been granted. 

HS does not allow any WARC band operation.  Also 160 and 80M
are only authorized for special occassions on a few select frequencies.

Until a few years ago, WARC bands were not authorized in 3V but
TS7N and others received permission for their operations.
