It appears that for some reason that the webmaster decided that IE is the only browser and wrote the code to only work properly with IE. He forgot that there a LOT of people that use other browsers, like Netscape. I looked at the source code and it was written with Microsoft FrontPage, which unless you know how to make the changes only works properly with IE.
