Using Ubuntu 13.10 and have this bug too. When you're on another workspace, can't switch to the workspace of the opened application by clicking its icon on launcher.

When clicking a launcher icon (application) instead of a workspace, it switches to the currently active workspace, as is the sensitive area of the workspaces extends to the area of the launcher. The misbehavior is especially then obvious when the launcher icon is not next to the active workspace. Expected behavior: Since the launcher is not grayed out, the launcher icons should work as normal and switch to the workspace and focus their corresponding application.
