On my experience the dash only finds files that have been opened before. Try opening the file that you are searching for and do the search again. If it finds it, you could update the bug title. Anyway, I think this is a very serious issue, it takes away the trustworthiness of the dash completely. I've tested this behaviour on 13.04 and 13.10 (final beta) as well.
