WRONG SOLUTION. Has nothing to do with reboot or kill. A bit of thinking..... Has everything to do with matching repository server to your region. In my case, time region was China, but repo server was UK. Changing server to China solved the problem, permanently. Best tool for this is Synaptic. very easy user install problem to correct.
