I found out that if this problem only happens if, prior to setting screens in mirrored mode, the panel is moved on the external screen, i.e
1. Connect external screen 2. In the display configuration tool enable screen and move unity panel to external screen 3. Select mirrored screen 4. Bug: application panel does not appear when icon is clicked but 1. Connect external screen 2. In the display configuration tool ensure that the panel is on the laptop screen 3.
