This problem solve partially in today's release. Case to regenerate the problem:
open two terminal (same type window). Set window on top for one terminal. Focus the terminal which is set on top. Now click on launcher icon, nothing happens. Two terminal window show spread. If you manually focus on other terminal which is not set on top and then click on terminal launcher icon then it's works fine. Partial solve means now other window behave normally.
