Ooops: I found this for per user setting: dconf editor 
->com.canonical.unity.unity-greeter->draw-user-backgrounds : untick , done :)
Now I just have to check this for system wide setting... maybe there :

  Can't find where to shut off showing the user's wallpaper in Unity
  locker

Status in “unity” package in Ubuntu:
  New

Bug description:
  Sorry I could not select the "unity" package to report this.
  When the session is locked in Trusty Tahr 14.04 the background picture is the 
user wallpaper instead of a generic/common/local public picture. This is the 
same whatever the way the lockscreen is triggered, Super+L or elapsed 
inactivity.
