  indicator shows 25% charge but phone runs out of battery

Bug description:
  build 116 on Nexus 4

  - Use the phone for a while when not plugged in
  - After extended use or being suspended, indicator shows about 25% charge 
(still white)
  - Then phone completely dies, battery is empty as you can't turn it back on 
unless plugged in

  Expected results:
  indicator should turn red when battery level critical
  user should be prompted that battery level critical
