  Bluetooth becomes re-enabled after reboot

Bug description:
  Every time i reboot my computer or it wakes up from suspend , Bluetooth 
becomes re-enabled.
  It must be disabled after reboot if it is  disabled before reboot.

  OS :- Ubuntu 14.04 (64 bit)

  uname -r :- 3.13.0-24-generic
