Panel does not update after moving window to another workspace

Bug description:
This happens in 12.04 and 13.04 as well:
- have two maximized windows in the same workspace; for example, Terminal on
top of Firefox
- press alt+space, and send the Terminal to another workspace
The panel will be left in an inconsistent state: it will show the
title/menus for the terminal, and not for firefox.
