dash launcher icons don't get spoken with orca

Bug description:
using raring daily build start the orca screen reader from the universal
access settings, hit super to load the dash then navigate around using the
keyboard (tab to get to the icon panels)
The icons don't get spoken, but each category does get announced. The lens
list at the bottom of the dash also doesn't get spoken and the filters don't
get spoken.
