Multiple windows of the same application not being displayed properly

Bug description:
1. open a jpg image in the image viewer
2. open another image
3. open terminal and type 'sleep 5; eog'
4. double click on the image viewer icon in the launcher
What happens:
after 5 seconds a new eog window opens but it does not show in the Scale.
What should happen:
The newly opened window should make its way into the scale.

It is quite hard to explain this issue for a general case. So I'll try to
exam the scenario where I faced this issue. I had 2 evince document reader
windows open. Then I opened a new pdf file using firefox and asked firefox to
open the file using the document reader. As the file was being downloaded, I
clicked on the document viewer icon which displayed the two open documents
side-by-side with a dull background. When the 3rd file was downloaded, though
document viewer opened the file, it was not displayed along with these two. I
had to click on the evince icon once again to go to the normal and then I
clicked on the same icon to see all 3 windows side-by-side. I think this should
not be the case. As and when the 3rd file finished downloading, it should be
displayed along with the other documents.
I am not sure if I have made myself clear. Let me know if I can do
something to make my point more clear.
