Accepted appmenu-qt5 into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/appmenu- qt5/0.3.0+16.04.20170216-0ubuntu1 in a few hours, and then in the -proposed repository.

This library extension should either not hardcode X11 (preferred) or check for the presence of a $DISPLAY environment variable and avoid code paths that assume X11. The Unity 8 desktop currently has a hard-coded check for $QT_QPA_PLATFORMTHEME and unsets it as a workaround.
