Kenneth, exactly. Mute is a special state invoked by hitting a mute key.
The difference between the two must be reflected with an appropriate
icon.

Bug description:
Binary package hint: gnome-settings-daemon

When changing volume using slider/keyboard, the icon changes to "mute" when 
volume level is 0. It should change to an empty speaker icon instead.
