Public bug reported:

As far as I can tell, all programs on my system have to share a single
notification 'bubble'. I thought the idea of this new notification
system was that it was to replace libnotify? If that's the case, why
don't notifications run down the side of my monitor as they would have
done in the past? It is especially annoying when I am using several
programs at once that are all producing notifications; I can sit at my
monitor for a good thirty seconds waiting for the bubble to cycle
through all the notifications until I get the one I want. Please do
something about this.

** Affects: notify-osd
     Importance: Undecided
         Status: New
