For the moment there's a quick fix in place to workaround the issue with
the startup order of notify-osd and the panel. But a long-term solution
will be implemented after UIF, that will make notify-osd "monitor" the
panels strut. This is part of a larger rework in the code.

Bug description:
This occured on my eee pc 900. I'm guessing this is because of the small screen
resolution.
My desktop works fine, showing them below the panel.
