I don't remember exactly which version introduced this delay, but I remember it was the one that changed progress "steps" to a progress bar. I think it was version 0.9-0ubuntu1, based on the change-log found here: https://lists.ubuntu.com/archives/jaunty-changes/2009-March/006374.html
