"but the queue of non-critical notification bubbles should be paused
indefinitely until your session leaves do-not-disturb mode."

Since they are ephemeral, we don't want to display these all after a
2-hour movie. By "Pausing the queue" to you mean "filtering out
non-critical notifications completely"? I think it would be reasonable
to show ones that are no more than 3 minutes old when one exits the
movie, but anything older should be sent to /dev/null (or really to the
~/.cache/ log)

Status in Notify OSD: Confirmed

Bug description:
all info in the title, probably applies to KOffice and others aswell.
However we might want to get notifications while watching movies, so we can't
exclude all fullscreen applications.

<https://wiki.ubuntu.com/NotifyOSD#Critical%20and%20non-critical%20queues%20and%20do-not-disturb%20mode>:
"Whenever a program is inhibiting the screensaver, Notify OSD should be in
do-not-disturb mode. Critical notification bubbles and all confirmation bubbles
should appear as normal, but the queue of non-critical notification bubbles
should be paused indefinitely until your session leaves do-not-disturb mode."
