Review comments:

 - debian/changelog: version should be -0ubuntu1 (might go to Debian at some 
point)
 - control: Maintainer: needs email address; also, doesn't need 
original-maintainer since this is packaged in Ubuntu; just set desktop team, or 
MOTU, you, as you see fit (doesn't matter much)
 - Vcs-Bzr: is wrong (or 
lp:~indicator-applet-developers/indicator-applet/indicate-python-packaging is 
the wrong branch); please make this consistent
 - debian/copyright: Needs standard LGPL stanza (see e. g. 
/usr/share/doc/notify-osd/copyright for an example)
 - debian/rules, debian/control: Needs to use python-central or python-support 
for properly implementing python policy; then you also won't need to manually 
remove the .pyc files; see http://wiki.debian.org/DebianPython/NewPolicy for 
details, and e. g. python-httplib2 packaging as an example (that uses 
python-support, though; python-central seems to be the more popular 
alternative, and we can get help with it from doko)
