This is not a notify-osd bug, and the compiz blur plugin we're relying
on to make that efficiently (ie with the GPU), is disabled by default.
Some Nvidia users can enable that at the compiz level, and adjust the
blur factor depending on the capabilities of their cards.

Bug description:
The area behind the notification display bubble should be blurred. On my Dell
laptop with Intel Mobile GM965/GL960, using X.org 1.6.0-RC2 and the intel
driver, I don't see any blurring. The WM is compiz. Screenshot attached.
