Yes, part of your confusion probably steams from this being an upstream bug and not a package bug. So the changelog from the Ubuntu package only lists the fact that it's upstream, and which bugs are fixed that are Ubuntu package bugs. Upstream bugs get managed differently in that we target them to milestones and use the status to show their state.
