I would like make a suggestion to those who use UTC either forget to uncheck the box NOT to adjust for DST or for what ever other reason happens along.
I myself have been guilty of forgetting about un-checking the box so UTC is really UTC not a Daylight Savings Version for some of us. If you look on Date and Time Properties and select (GMT) Casablanca, Monrovia, you will see that this is a non selectable DST time zone. Kind of like living in Indiana without having to move there. Selecting (GMT) Greenwich Mean Time: Dublin, Edinburgh, Lisbon, London now brings up the check box that I bet some people check without realizing at that moment in time what they are doing. I also suggest the use of any of the freeware internet time synchronizing programs. I only wish that Packet Cluster Sysops would check the RTC of the Node machines running any Packet Cluster Node software. Of course the truly independent IT professional person would have their own GPS based Stratum 1 time reference in the station providing timing for logging and Network Element timing within their domain.
