Here's another possibility for your problem: See Kenwood service bulletin ASB-998 (I believe I found the bulletins at the Kenwood site). The subject of the bulletin is TS-950SDX mode switching. I've noticed a problem on my 950 similar to that described in the bulletin. If I have been operating CW (VOX/MAN switch necessarily set to VOX) and then want to switch to AFSK RTTY, when I switch the mode to SSB, the VOX activates and cycles on and off every second or two even with no audio signal coming from the PC to the 950. I just turn off the VOX and that solves the problem. I can also turn off the 950 and then turn it on again and the problem is gone. The fix involves changing the value of a capacitor in the rig.
I'm only guessing that this is what you're seeing, but if it is, I can see how you might be led to think it has something to do with the DX4WIN polling of the rig. The first time I noticed it in my installation was when I moused on an RTTY spot in DX4WIN and the program switched the rig to SSB mode. One of these days I'll get around to making the change in my 950SDX and see if it clears up the problem.
