[Dx4win] Internet DX

The DX packet in Northern California has ceased operation. How do I setup 
DX4Win to recognize the Internet clusters , like DXscape, that I can access 
with Netscape? Will DX4Win operate similar to the radio packet connection? 
Can someone help me with the setup to the internet and to Dx4Win? Thanks
