Teemu,

Some US cities are not part of a given county.  This is especially
true in Virginia ... Missouri and Maryland come to mind also.  They
are defined as "Independent Cities".  Under the rules for CQ's county,
award one of these "not in a county" cities can be counted for ONE 
of the adjacent counties.

Unfortunately DX4WIN makes no provision enter "Independent City"
or maybe "IC" in the County field, so you'll always have some QSO's
with blank counties and have to remember that these are not simply
QSO's that are waiting for a county to be determined.

A word of caution ... there are a few stations who have mailing addresses
that are not in the county the station is located in.  

I have a US Postal Directory of counties that is no longer available and
I can look up the county of a city if anyone needs this information.

The ability to log and track counties is the only reason I use DX4WIN.
