Problem fixed. Thanks to all who replied.
I suspected the COM or LPT ports controlling the radio or Top Ten. I removed those from DX4WIN Preferences, but that did not help. I also set everything to do with packet to "none", that didn't help. Now, why did I do what is outlined below? Desperation. I went to the device manager, and disabled all the COM, LPT, Network adaptors, and several other things that I didn't think would stop the computer. Then I re-enabled everything, and restarted the computer. I had previoulsly restarted several times after trying a few things, but this time the CPU usage dropped to 5%.
