Guy is correct.

Also, in your QSO Preferences, under "Defaults for new QSO", make sure the
"Label" field is set to either "Upl" or "Lab+Upl".  This ensures that new QSOs
you add will automatically be set to Upload.

Otherwise, you have to go through the Labels menu in the QSO window before you
export for LoTW
