This release took much longer than expected; I apologize for the delay.
I added a number of callsign exceptions for Asiatic Russia, UA9
(mostly IOTA DXpeditions) which were not in the default CQ zone based on
their callsign.
Please examine any QSOS made before 1995 with calls beginning with the
"4K" prefix, and check that the entity is as expected. Let me know of
any errors you can confirm through a QSL card.
