Also he needs to check if the portmap.ini is setup correctly in the save
Directory, just in case XP gave other number to the LPT port

This sounds more to me like he has a parallel port configured to send CW, 
and since Windows XP doesn't address port hardware directly, he needs 
DLPortIO or the equivalent.
