The incoming ARRL QSL Bureau is only for DX QSLs from outside the US. Sorry, but it is not to be used for US to US domestic QSL cards. Also, most bureaus only handle cards when a ham has supplied SASEs to the bureau. (Some do take cash, but most work with SASEs from the hams who want their DX cards.)
