It is needed manual checking for sure but the best way to do this is to go 
to
File>preferences>Qso tab and check under confirmed qsos "card in hand"
Save and exit and after that make your dxcc submission.
Now go back change confirmed qsos to "card or upload" and make another 
submission.
This procedure is ideal if it is your 1st submission with lotw qsos. The 2nd 
time dx4win will submit agn possible checked lotw qsos. I think that Paul 
must do dx4win doesn't ignore the already checked qsos (it is better to have 
an option to give priority to lotw or to cards in hand when we make a dxcc 
submission)
