Please read the Help file about the "notfound" file.  Look in the help for:

    LoTW: Review QSOs not found

Search the Help index for "lotw" and you'll find it.

There are examples in there showing how it works. Yes, if a QSO was
previously confirmed, it will be listed in this file.
