Tx FREQ is what your country's licensing organization cares about (to see if you were transmitting out-of-band), therefore, it should always be in the FREQ field. The ADIF spec is also clear, there is a FREQ field which is used for Rx/Tx freq if simplex, and Tx freq if split (FREQ_RX is for the Rx VFO). Kenwood/Yaesu/ICOM radios all behave differently with respect to what frequency shows up in the band map (it depends on what the radio reports as the "active" VFO).
