If you've messed up the country file by editing it with Notepad,
you'll need to get a clean copy. Jim's website has one.
What happens when you start DX4WIN? Why do you think it's not
recognizing the file?

To fix the association so .cty files aren't opened with Notepad:
Using explorer, right click on the file, choose "Open With", then
"Choose Program". Click on dx4win, make sure "Always use the selected
program to open this kind of file" is ticked, then hit OK.
