It appears that ADIF has changed some of it's numerical codes in the 
last couple of years. When I attempted to do a reconciliation a while 
back (last couple of years) there were some entities that definitely did 
not match.  I did some research at the time. When I checked, the ARRL 
numbers and ADIF numbers were off in a few cases. There were a couple of 
codes over 500 that did not match and perhaps Palestine.  The 
explanation I was given at the time was that, since the ADIF numbers 
were assigned first, the ADIF number was the best guess as to what the 
ARRL would use since they didn't assign provisional numbers. Perhaps 
ARRL/ADIF has come to an understanding in the meantime... or maybe ADIF 
just changed the numbers after the fact.
