Bud, I had this problem recently (tried to start DX4WIN twice at the same time, .CFG got corrupted). The only way to fix it was to delete the DX4WIN.CFG file and merge in my .INI settings that I had saved prior to the problem. I would not trust writing the .INI file post-problem then merging into empty CFG file.
