The question is what happens if you uploaded before using the new country file dated 15 October. I upload daily when doing a lot of DXing, and I'm sure others do also.
I posed that question to Bill Moore NC1L this morning. Do duplicate QSOs uploaded to LoTW replace existing ones, or are the (new) uploaded ones ignored. If the first case then using the new country file works. In the other case, there's a problem. Bill didn't know the answer, and put me through to someone else and I had to leave a message.
