Dieter,

DX4WIN should change frequency just as fast as WinTest.  I use a K3 and 
frequency changes are very fast.  I am not sure what your problem may be, 
but it could be the rig file in DX4WIN that you are using for the FlexRadio. 
You also might check Preferences, Radio to see if everything is set up 
correctly.
