I've uploaded preliminary release notes for DX4WIN.CTY (country file)

I intend to release this file on 1 December 2011. Please let me know
of any changes before then. Remember that some callsigns that may
seem "new" (unknown by DX4WIN) may have been added in older versions
of the the country file, in case you're not using the most recent
release.
