I believe the VE7CC program does this. Most of us VE7CC between DX4Win and the Internet spotting nodes.

The only way to do it was to use CC-user program which does not do much else with DX Spider nodes (what DX4Win can't do). After messing up my filters at my DX Spider node with CC-user I settled rejecting spots by zone 5 and uninstalled the CC-user. I will miss 1/3 of the US IOTA spots but the life is much easier... I have a feeling there will be more of these skimmer spotters (until the cluster system crashes), so it would be good to be able to reject several callsigns. By the way, I have nothing against skimmers if they stay in the Reverse Beacon Network.
