Nothing about UA0 changes. Asiatic Russia includes prefixes beginning with UA8, UA9 and UA0. The only change is that *some* of the UA9 prefixes are now considered (for DXCC purposes) to be European Russia (UA) instead of Asiatic Russia (UA9, which is the primary prefix for this DXCC entity). The DXCC list does not change.
