DX4Win doesn't work as you describe... you never have to scroll through the modes or bands you don't use. The modes/bands you enable are always first in the drop-down list, no need to scroll further. This way you can still log a mode that is not actively tracked. You can select the modes by pressing the first letter... since the active modes are first, you will always select the active mode.
What would be useful would be a user configurable mode table as DX4Win is always behind as far as digital modes are concerned.
