The 30m CW default cuoff freq is wrong in DX4WIN. Go to Preferences and click on the QSO tab. In the bottom-right hand corner of the preferences, there will be a box that says, "CW frequency cutoff." Select 30m in the drop-dwon box. IIRC it is set to 10.100. Change it to 10.200. Have no idea about the rotor, as I've never used that feature.
