I upgraded my shack computer to Windows 10 recently without any issues. You 
said you are using IE10, but that may be a typo. I opted to use the new Windows 
10 browser, Microsoft Edge as my default browser. It's working fine. All 
amateur radio software with CAT following is operating as before.
Open Control Panel and navigate to Network and Sharing Center.  Confirm that 
you are connected to your ISP provider via your home network ID and Wifi 
security key. Then confirm that it is listed as a Private Network. Windows 10 
asked me to set up a "Homegroup ". Search for that menu, set it up, and write 
it down for future reference. Then confirm that you are or can connect to your 
original home network.
Hope this begins to cure your issue.
