OK thanks to N4PY it is all working.
DX4WIN logging program running.
N4PY Pegasus rig control program running.
FLdigi running.
A little manipulation of each program and it all works together.
OH..let me mention the VSP program provided by K5FR is needed to
allow communication from Pegasus pgm to Fldigi.
I learned alot these past few days. And thanks to all you guys who gave
me input
that helped my mind look at this in different ways.

break out box could tell you anything you needed to know WHY it wasn't
working.
Break out box on a port use jumpers to test voltages..use jumper make
a pin high.
Yup....wish we still had them. 8 port comm boards they worked...oh
well i digress..
This is what I'm working on and I'm close to giving up.
DX4WIN is my logging pgm no rig file FT-991 support.
N4PY Pegasus rig control very nice allows complete RIG control within
DX4win
just now playing using it.
FLdigi for digital...N4PY is helping me run it the same time as
DX4WIN, N4PY pgm
and fldigi all in the desktop window.
WHY???? Because I just don't want to start all over with another
LOGGING PROGRAM I have used DX4WIN for 20 years I know everything it
does imports exports preferences blah blah.
But I'm this close to leaving for a current supported logging program.
USB geeeeeessss....
Anyway thanks for the replies guys.

Hi Bob
This took me quite a while to work out too, and I did serial comms for a
living. I kept going back to the names of the ports as a guide to what
they do, and ended up confused.
It will not work, because the 'standard' com port does not have a serial
data connection. It only connects to the RTS and DTR lines.
It would have been much less confusing if the first port was called
'standard' and the other was called a 'control' port.
It's a bit deceptive to call the second port 'standard' at all, because
it isn't. The 'enhanced' port is much more 'standard' than the standard
port, if you get what I mean :-)
