I use Autohotkey (https://www.autohotkey.com/) to start up D4W, connect to the cluster, and start a few other things that I use when my logger is running, all started from a single macro. It would be fairly easy to create a macro to start or restart your internet connection.

I'm far from an expert, but there are a ton of tutorials on that site.

Oh yeah, it's free.
